Chinese cause, of the Canton Province in the Kingdom of Shun Tin

of the Ming Dynasty, setting forth clearly certain laws and

regulations.

Whereas in ruling a Kingdom, the fundamental

principle is to make rules for punishment and administration. In

proceeding to battle order and discipline is of prime importance.

At the time when I, the General, first raise the flag of justice,

the Empire is still in an uncertain state: the laws of punishment

and administration besides other matters are still indefinite but

will be settled later on. Now order and discipline should be

first discussed and fixed so that the soldiers and common people

may have some rule to go by. Therefore this proclamation is now

issued to officials, gentry, soldiers, braves, merchants, and the

common people. Everyone should tremblingly obey the following

rules. They must not be broken, and thereby incur punishment. This

is an urgent notice.

Schedule.

I, the General have as an object the making of a

new world, which shall be entirely different from the rotten one

of past days, and of dragging forth the Chinese from the net, and

of imitating the Constitutional Government of Europe, in which

both King and people have a share in ruling. When the world is

once more at peace, then a date will be fixed, when the people

will be permitted to vote, a virtuous man will be elected as

President to manage the affairs of the nation.

Both officials and people will treat each other

on the same level. If any man of peculiar ability and education

has any suggestions to make relating to governing the Army, he
